During the 2007 Oregon Legislative Session--under complete Democratic control for the first time since 1990--far fewer bills were passed and sent to the Governor's desk than in previous sessions. For clients of Western Advocates, however, 2007 was actually one of the most successful legislative years in recent memory. Two of the most significant bills passed by WAI lobbyists were:
SB 543
Introduced on behalf of Community Association Banc, headquartered in Arizona, the bill amended state laws governing home owners and condo owners association to allow deposit of revenues in out-of-state banks.
HB 2386
Introduced on behalf of the Oregon Physical Therapy Association, the bill expands the access that patients have to services provided by a licensed physical therapist without a physician referral. As of January 1, 2008, patients in Oregon will be able to receive physical therapy services directly, or without referral, from their physical therapist for 60 days. The bill further clarifies statutes related to those individuals who are exempt from physical therapist licensure requirements.
In addition, WAI lobbyists were very successful in stopping dozens of bills that would have had an adverse impact on our clients. These included proposals to drastically increase the corporate minimum income tax (opposed by Oregon State Chamber of Commerce), require fluoridation of all water supplies serving more than 10,000 persons (opposed by Special Districts Association of Oregon), and an easier process for consumers to sue insurance companies (opposed by Contractors Bonding & Insurance Company).
